Call to Order: Board Vice-President McGraw called the meeting to order at 5:30 P.M.

Mission Statement: Obren read the mission statement.

Preview of the Agenda: Deb Olson, Superintendent, previewed the agenda.

Approval of the Agenda: Motion #567-3-27-17 Gettes moved, seconded by Green to approve the agenda as presented. Motion carried 6-0.

Presentations:

1. CHS Building Trades, Auto, and Welding Programs: CHS Students Tavian Moore, Hunter Miller, Garrett Stumbaugh, Michael Alberts, and David Hussert, along with teachers Brian Johnson, Andrew Cook, and Ted Lamb, presented to the board about the opportunities provided to them with involvement in their classes.

2. CHS Mayor’s Youth Commission and International Club: CHS Students Riley Hubbart, Jason Lin, Fatima Mehmood, and Jessica Monnye informed the board of a Cultural Fair that they are focusing on this spring. This fair will be held on April 23, 2017 from 2:00 – 4:00 PM at Lyons Main Square.

New Business:

1. Approve the New Superintendent Contract: Motion #568-3-27-17 Gettes moved, seconded by Evers. Motion carried 6-0. The board moved to approve the three-year agreement with Gary DeLacy as Superintendent of Schools for the 2017-2018 school year with a salary of $185,000.

2. Clinton High School Band Trip Approval: Motion #569-3-27-17 Gettes moved, seconded by Green. Motion carried 6-0. The board moved to authorize directors Josh Hahn and Casey Turner to plan for a Clinton High School Bands performance tour to Costa Maya/Cozumel Mexico via Carnival Cruise Lines in early June 2018.

The following Resolution #2017-52 and one (1) Motion were approved on the Consent Agenda:

RESOLUTION #2017-52
WHEREAS, John Dean Vedder has petitioned for a Tax Sale Certificate Redemption under provisions of Code of Iowa, Section 447.9, on the following described property: 614 Main St., Delmar, IA Parcel # 0401911000
WHEREAS, eligibility for said 447.9 tax sale certificate redemption has been verified by Kim Ralston, CAP Director.
BE IT RESOLVED by the Clinton County Board of Supervisors that the redemption of the tax sale certificate 15-0006 be and is hereby approved. Additionally the Clinton County Board of Supervisors approves the payment of the interest due to the holder of Tax Sale Certificate ABC Liens/BMO Harris; PO Box 1414; Minneapolis, MN; 55480. The County Treasurer is authorized to make entry on this record accordingly.

RESOLUTION #2017-53
WHEREAS, the County Engineer has prepared an Integrated Roadside Vegetation Management (IRVM) Plan in accordance with Iowa Code Section 314.22, and;
WHEREAS, the Clinton County Board of Supervisors have reviewed and approved the plan, now

BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa that a public hearing for the purpose of soliciting public comment on said County Secondary Road Budget and Construction Program for the 2017-2018 FYE, be scheduled for April 3, 2017 at 9:30 a.m. in the Board of Supervisors Room.

RESOLUTION #2017-55
WHEREAS, the Clinton County Board of Supervisors desire to replace the parking lot at the Clinton County Administration Building at 1900 N. 3rd Street, Clinton, Iowa; and
WHEREAS, the Board of Supervisor wish to solicit Public input on the proposed completion of the plan and specifications by IIW for the Clinton County Administration Building Parking Lot plans;
WHEREAS, the Public Hearing has been set for April 10, 2017, at 9:30 a.m. in the Clinton County Administration Building, Board Room B, 1900 N. 3rd Street, Clinton, Iowa.
THEREFORE BE IT RESOLVED that the Clinton County Board of Supervisors do hereby approve the date and place of above mentioned solicitation for public comment and authorize and submit the proper Public Hearing Notice to the appropriate media outlets.

The following resolution was presented and on motion approved:

RESOLUTION #2017-56
WHEREAS, the Clinton County Board of Supervisors continues to support efforts to enhance U.S. Highway 30 including the proposed phase from Fulton, Ill., to Rock Falls, Ill.; and


WHEREAS, the Clinton County Board of Supervisors acknowledges the completion of additional lanes to U.S. Highway 30 between Fulton, Ill., and Rock Falls, Ill., would stimulate economic development in the communities along this corridor and into Iowa from Clinton to Cedar Rapids; and
WHEREAS, the Clinton County Board of Supervisors believe the addition of lanes to U.S. Highway 30 would also improve transportation safety for Illinois and Iowa citizens and for all who use this important transportation artery; now
THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, State of Iowa, that the County of Clinton Board of Supervisors respectfully submits its support to the Illinois Department of Transportation for the addition of lanes to U.S. Highway 30 between Fulton, Ill., and Rock Falls, Ill.,

DEPARTMENT HEADS, ELECTED OFFICIALS AND

EMPLOYEES
County Auditor Eric Van Lancker asked about the Board of Supervisors scheduling negotiations with three of the bargaining units. It was agreed to meet in the first week of April. He added there will be a bid opening for the Law Enforcement Center project on Wednesday. Supervisor Srp said there are 31 different project areas being bid on Wednesday and a decision should not be expected later that day. County Building Maintenance Manager Corey Johnson said it could be up to 10 days before bids are awarded. Johnson added the award from the last bid opening for the detention package is getting close to a recommendation.

Johnson provided an update on the LEC project. He said 90% of the foundation core project is complete. He said about 200 dump truck loads of gravel has been applied to the area. He said footing pours could begin this week depending on the weather. Supervisor Determann said he visited the site last week and was pleased with how the work is progressing.


DISCUSSION WITH POSSIBLE ACTION
Initial Proposal from the Sheriff’s Office Bargaining Unit: The Supervisors received the initial bargaining unit proposal from the Sheriff’s Office bargaining unit.


Motion was made by Supervisor Srp to receive and place on file the initial bargaining unit proposal from the Sheriff’s Office bargaining unit.

9:38 A.M. Drainage District #15 Lateral 7 Discussion and Possible Action – Repair Request



Motion was made by Supervisor Srp to recess as Board of Supervisors and convene as Board of Trustees for Drainage District #15.



Roll Call: Srp: Yes; Determann: Yes; Hamerlinck: Yes. Motion carried. Board of Supervisors recessed and the Board of Trustees for Drainage District #15 convened at 9:41 a.m.



County Engineer Todd Kinney reported a repair request in Drainage District #15 Lateral 7 has been received. He said the request is from a property owner and there are three property owners on the lateral and they would all pay a significant portion of the proposed cleaning. The cost of the project is estimated at $2,500. He said the Board technically needs to have a public meeting. It was suggested that Kinney reach out to the three property owners and receive their comments and the public meeting can be scheduled for next week.



Motion was made by Supervisor Srp to adjourn as Board of Trustees for Drainage District #15 and reconvene as Board of Supervisors.

Motion was made by Supervisor Srp to enter in a closed session at the recommendation of the County Attorney under Code of Iowa Sec. 21.5(1)(c).
