SPECIAL SESSION

APRIL 19, 2017



The City Council met in special session, April 19, 2017 at 9:30 A.M. Present on roll call: Mayor Vulich; Councilmembers: Gassman, Seeley, McGraw, Allesee, Connell, and O’Neill.



PUBLIC HEARINGS



Mayor Vulich convened a public hearing concerning approving and authorizing execution of development agreement with The Washington, LLC. No comments were received, written or oral. M/S, Gassman-Seeley moved that the public hearing concerning approving and authorizing execution of development agreement with The Washington, LLC be entered into the record. On roll call, carried unanimously.



M/S, Gassman-Seeley moved the Council adopt Resolution 2017-129 approving and authorizing execution of a development agreement by and between the City of Clinton and The Washington, LLC. On roll call, carried unanimously.



AUDIENCE COMMENT



No persons came before the Council to speak.


M/S, Allesee-Gassman moved to adjourn to 7:00 April 25, 2017. On roll call, carried unanimously.

The Board of Supervisors of Clinton County, Iowa, met. Present were Supervisors Hamerlinck, Determann and Srp. Minutes of the previous meeting were read and approved.

12:00 P.M. Personnel Handbook Work Rules - Communications



The Supervisors met with County Communications Director Eric Dau to review what rules from the previous Communications contract should be incorporated into the County Personnel Handbook. It was decided the Communications Commission should review those changes. A draft of suggested changes will be presented to the Board at a later date. Chairperson Hamerlinck stated he would like this project finished on or before June 1.



The Board of Supervisors adjourned to meet on Tuesday, April 25, 2017, at 7:30 a.m. at the Low Moor Community Center, 211 3rd Avenue, Low Moor, Iowa.

NOTICE

REQUEST FOR AN

AMENDMENT TO

COMPREHENSIVE PLAN



On April 20, 2017, E. Stuart Richter, Whiteside County Planning and Zoning filed a petition with the Whiteside County Development Office requesting that the text of the Whiteside County Comprehensive Plan be amended. The proposed amendment would relieve the Whiteside County Board of having to hold a public hearing on changes to the comprehensive plan. The public hearings would be held by the Whiteside County Planning and Zoning Commission. The Planning and Zoning Commission already holds public hearings on comprehensive plan. The complete text of the change is available for viewing in the Development Office, Room 202, in the Whiteside County Courthouse.



The public hearing on this request will be held at the Whiteside County Law Enforcement Center in Morrison, Illinois, in Mount Pleasant Township, on May 18, 2017 at 7:00 p.m.



Parties wishing more information may call the Whiteside County Development Office, Monday through Friday, between the hours of 8:30 a.m. and 4:30 p.m. at 815-772-5175 or appear at the Development Office on the second floor (Room 202) of the courthouse at 200 East Knox Street, Morrison, Illinois.
