RESOLUTION #2017-72
WHEREAS, the Clinton County Board of Supervisors has established a policy pursuant to Code of Iowa Section 727.2 to require a permit to operate a fireworks display in Clinton County; and
WHEREAS, Flashing Thunder Fireworks has submitted a full and complete application for a fireworks display on June 10, 2017, at 3653 240th St., DeWitt; now
THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, State of Iowa, that a Clinton County Permit to Display Fireworks be issued to Flashing Thunder Fireworks per it’s filed and accepted Clinton County Fireworks Display Application.

RESOLUTION #2017-73
WHEREAS, the Clinton County Communications Commission and the Clinton County E-9-1-1 Board have authorized the credit limit on the Clinton National Bank Master Card to be raised to $5,000; now
THEREFORE BE IT RESOLVED by the Board of Supervisors of Clinton County, Iowa, that Clinton National Bank be requested to raise the limit on the Communications Credit Card to $5,000.

RESOLUTIONS
The following resolution was presented and on motion approved:

RESOLUTION #2017-74
BE IT RESOLVED that the Clinton County Board of Supervisors will hold a Public Hearing on Monday, May 1, 2017, at 9:30 a.m. in Conference Room B at the Clinton County Administration Building, 1900 North 3rd Street, Clinton, Iowa 52732, for the purpose of soliciting public comment on the construction permit application for a proposed confinement feeding operation expansion from Clinton Pork, and
BE IT FURTHER RESOLVED the Clinton County Board of Supervisors authorizes Planning & Zoning Director Thomas Barnes to prepare and submit the proper Public Hearing notice to the appropriate media outlets.

DEPARTMENT HEADS, ELECTED OFFICIALS AND

EMPLOYEES
County Auditor Eric Van Lancker reminded the Board that it will not meet next Monday, but on Tuesday, April 25, at the Low Moor Community Center.
County Building Maintenance Manager Corey Johnson said he is meeting with the City of Clinton today about the pump station on the courthouse property. He said there is a fiber optic cable that will have to be relocated that serves the Communications Department. Johnson said after the recent jail training, it was suggested that some jail and maintenance staff should travel to the jail in Wisconsin they visited previously to review procedures and equipment that will be used in Clinton County.
Supervisor Srp said he is receiving a lot of calls about the request to close the railroad crossing at 350th Avenue west of Low Moor. He has told people to attend the meeting in Low Moor on April 25.


DISCUSSION WITH POSSIBLE ACTION
County Holidays for FY2018: Chairperson Hamerlinck wanted to make the holidays consistent with state holidays. Van Lancker reviewed a comparison of the County and State holidays. Srp said changing the County’s President’s Day holiday to Martin Luther King Day would make that one consistent. Determann agreed with the President’s Day change supported by Srp. He said he is fine with the holidays now, but would like to review it again in the future. County Engineer Todd Kinney mentioned the Secondary Roads contract does not recognize the Good Friday holiday and the Secondary Roads department works while the rest of the County does not.


Bargaining Unit Agreements and Process to Determine Work Rules in replacement of Traditional Bargaining Unit Contracts: The Supervisors discussed the bargaining unit agreement and how work rules will be stated in the absence of a traditional contract. Chairperson Hamerlinck said today is about how to develop a process to establish work rules in replacement of a contract. The Board would like to have the work rules completed by June 1 if not sooner. Srp suggested scheduling a work day for the Board and schedule time for each contract for department heads and elected officials to provide feedback. The Board scheduled work sessions for later in the week.


10:14 A.M. Drainage District – Board of Trustees for Drainage District #15 to set date for Public Hearing concerning a repair request


Motion was made by Supervisor Determann to recess as Board of Supervisors and convene as Board of Trustees for Drainage District #15.

Motion carried. The Board of Supervisors recessed and the Board of Trustees for Drainage District #15 convened at 10:14 a.m.


County Engineer Todd Kinney said the contractor is nearing completion on the original project. Kinney said traditionally the Board of Trustees host an informal public meeting with land owners to discuss the work. Land owners can bring concerns about the quality of work at that time. He said an official public hearing will then be required to accept the closure report. He said this project has gone very smoothly and wonders if the Board of Trustees would like to skip the informal public meeting.
Hamerlinck asked Kinney for his opinion on if the first meeting is needed. Kinney said there aren’t a lot of property owners. Determann thinks it could be handled at the final formal public hearing. Srp and Hamerlinck generally agreed to host just the public hearing.


Motion was made by Supervisor Determann to adjourn as Board of Trustees for Drainage District #15 and reconvene as Board of Supervisors.
