The regular meeting of the Board of Education of the Camanche Community School District was held on June 18, 2018 at 7:30 p.m. in the Board Room of the Administration Building. The attendance was recorded as follows: Directors Stacy Kinkaid, Todd Gravert, Jean Morgan, Peg Wolf, and President Mike Dunn. Directors Tia Nauman and Brad Weber were absent.



Also in attendance were Superintendent Tom Parker, Business Director-Board Secretary/Treasurer Roxanne Aude, Principals Aimee Dohse, and Justin Shaffer, Josh Davis, Taryn Determan, Ashley Godsey, several other Community Members, Chris Vens, Core Vens Insurance, and John Rohlf, Clinton Herald.



The agenda was amended with the addition of 9-g (Unfinished Business) Property Casualty Insurance Program.



Ashley Godsey addressed the Board with concerns primarily about the elementary school. President Dunn reminded Ms. Godsey that personnel issues should not be discussed during an open public meeting of the Board. Superintendent Parker addressed some of the concerns presented. Both President Dunn and Superintendent Parker thanked the Community Members for coming to the Board.



The minutes from the May 21, 2018 meetings were approved and placed on file.



The Secretary/Treasurer’s monthly reports, Hot Lunch and Activity Account reports were presented and placed on file.



Director Wolf moved to accept the warrants issued by the Secretary during the month of May and to allow payment of the bills, seconded by Director Morgan. Motion carried unanimously.

Superintendent Parker updated that the Human Resource Committee, Planning Committee, and Policy Committee had completed the work for this school year. The Projects Committee will meet again to discuss further the future of the swimming pool. Superintendent Parker informed the Board that a joint meeting on June 27th at 7:00 p.m. with the Camanche City Council to discuss a joint effort for a School Resource Officer (SRO) for the Camanche CSD. Superintendent Parker also informed the Board that the incoming kindergarten numbers are being monitored. Right now the numbers appear to be in the mid-70’s. Due to the possible class size and students’ educational needs, a consideration could be to reinstate the Transitional Kindergarten (TK) for the upcoming school year.



Business Director Aude requested the Board to authorize payment of the end of fiscal year bills on June 28th and whether or not it would be possible for two Directors to stop in that day for bill sign off. Directors Wolf and Kinkaid volunteered. Business Director Aude informed the Board of changes to the School Leveling Report and the transparency it will provide parents of the per pupil expenditure. Business Director Aude also shared that conversations have been happening with area SBO’s on a systematic approach to this reporting.



Principal Shaffer presented the high school and middle building updates and Student Achievement on State Assessments and Principal Dohse presented the elementary building updates and Student Achievement on State Assessments.



Director Wolf moved to approve the graduating Class of 2018, seconded by Director Morgan. Motion carried unanimously.



Director Wolf moved to increase school lunch prices by 10–cents to comply with the requirements of Paid Lunch Equity, seconded by Director Gravert. Motion carried unanimously. The final cost for lunches during the 2018-19 school year will be: student breakfast will remain at $1.70; adult breakfast will remain at $1.95; student lunch – (k-4) = $2.40, (5-8) = $2.50, (9-12) = $2.60; student second lunch = $3.70; adult lunch = $3.70. Milk will remain 30-cents.



Director Kinkaid moved to increase book rental fees by $10 resulting in a set fee of $50 for grade 1-12 and $40 for kindergarten starting the 2018-19 school year, seconded by Director Wolf. Motion carried unanimously.



Director Wolf moved to increase city bus fees by $5 per semester starting the 2018-19 school year resulting in $30 per semester, seconded by Director Kinkaid. Motion carried unanimously.



Director Morgan exited the meeting at 8:55 p.m. and re-entered the meeting at 8:57 p.m.



Director Kinkaid moved to increase substitute teacher rate by $5 to $110; including paying retired Camanche teachers a rate of $120 per day beginning the 2018-19 school year, seconded by Director Morgan. Roll call vote: Directors Gravert=abstained, Morgan=yes, Wolf=yes, Kinkaid=yes, and Dunn=yes. Directors Weber and Nauman were absent. Motion carried.



Director Morgan moved to approve changes to the student handbooks for the 2018-19 school year, seconded by Director Gravert. Motion carried unanimously.



Director Gravert moved to accept the Core Vens Bid for Property Casualty Insurance Program for a premium cost $146,938.50 with the increase in coverage for Employee Theft, Forgery, Computer Fraud limits to $1,000,000 for an additional $562 in premiums and the increase in coverage for Violent Event Response Coverage limits to $1,000,000 for an additional premium cost of $420, seconded by Director Kinkaid. Motion carried unanimously.

Director Kinkaid moved to allow 4 exceptions (girls’ basketball, boys’ basketball, volleyball, and Jr. Wrestling tournaments) to use school facilities on Sunday mornings, seconded by Director Wolf. Motion carried unanimously.



Director Wolf moved to approve membership of the District in Rural School Advocates, seconded by Director Gravert. Motion carried unanimously.



Director Gravert moved to approve the classified personnel recommendations (retirement of Marge Surprenant as an associate at the elementary school, resignation of LeAnne Stamp as elementary school associate, hire Cindy Rupp as substitute suburban/van driver), seconded by Director Wolf. Motion carried unanimously.



Director Wolf moved to approve the appointment of Dave Grim as Middle School Activities Director, seconded by Director Kinkaid. Motion carried unanimously.



Director Kinkaid moved to approve the resignation of Madelyn Schneeberger as an Elementary Teacher and TLC Team Lead, seconded by Director Wolf. Motion carried unanimously.
