Call to Order: Board President Wenzel called the meeting to order at 10:00 A.M.



Preview of the Agenda: Deborah Olson, Superintendent, previewed the agenda for the Board, administration and audience.



Approval of Agenda: Motion #592-5-26-17, McGraw moved, seconded by Obren, to approve the agenda as presented. The motion carried 6-0.



New Business:

1. Bond Anticipation Notes: Motion #593-5-26-17, Gettes moved, seconded by McGraw. Motion carried 6-0. The board moved to approve the Resolution directing the sale of $3,584,000 School Infrastructure Sales, Services and Use Tax Revenue and Refunding Bond Anticipation Note, Series 2017 to American National.



2. CHS Window Project: Motion #594-5-26-17, Gettes moved, seconded by Green. Motion carried 6-0. The board moved to approve the base bid to Wilson Group Inc. for a total of $44,705.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Clinton County.



REQUEST FOR RELEASE OF FUNDS

On or after June 23, 2017, Clinton County will submit a request to the State of Iowa, Iowa Economic Development Authority for the release of Community Development Block Grant funds under TITLE 1 of the HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, as amended (P.L. 97-35) to undertake the following project:



Project Title: Clinton County -16-CF-001 Skyline Center Inc.



Purpose: Day Habilitation Program Expansion project, 4,535 SF, addition, 1,100 SF, renovation, 12,500 SF reroofing and site paying.



Location: 2600 North 4th Street, Clinton, IA



Estimated Cost: CDBG funding: $700,000 Other funding $450,000



FINDING OF NO SIGNIFICANT IMPACT

Clinton County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Clinton County, 1900 North Third Street, Clinton, IA and may be examined or copied weekdays 8:00 A.M to 4:30 P.M. A copy of the Environmental Review Record (ERR) is also on file at ECIA, 7600 Commerce Park, Dubuque, Iowa 52002 and may be examined or copied weekdays from 8:00 A.M. to 5:00 P.M.



PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Clinton County. All comments received by 5:00 pm June 22, 2017 will be considered by Clinton County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.



RELEASE OF FUNDS

Clinton County certifies to Iowa Economic Development Authority that Shawn Hamerlinck in his capacity as chairperson consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Iowa Economic Development Authority's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Clinton County to use HUD program funds.



OBJECTIONS TO RELEASE OF FUNDS

The Iowa Economic Development Authority will accept objections to its release of funds and Clinton County's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Clinton County; (b) Clinton County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Iowa Economic Development Authority; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Iowa Economic Development Authority at 200 East Grand Avenue, Des Moines, IA 50309. Potential objectors should contact the Iowa Economic Development Authority to verify the actual last day of the objection period.

Iowa Department of Natural Resources



Notice is hereby given that the Iowa Department of Natural Resources (IDNR) has under review an application for an amended Prevention of Significant Deterioration (PSD) air quality construction permit. The permit application was submitted by IPL M.L. Kapp Generating Station located at 2001 Beaver Channel Parkway, Clinton, Iowa 52732.



Based upon the information provided by the applicant, IDNR has determined that according to the PSD regulations IPL M.L. Kapp Generating Station is a "major stationary source". The permit application has met the requirements of 567 Iowa Administrative Code (IAC) Chapter 33. The emissions from the facility will not contribute to a violation of the National Ambient Air Quality Standards (NAAQS) nor exceed the PSD increment consumption threshold.



This project will incorporate requirements for the M.L. Kapp Generating Station based on United States of America and The State of Iowa, and The County of Linn, Iowa and Sierra Club v. Interstate Power and Light Company, Civil Action No.: C15-0061; United States District Court for the Northern District of Iowa (July 15, 2015). Additionally, the SO2 and CO continuous emission monitoring systems (CEMS) requirements will be removed as a result of the recent conversion of the boiler to combust only natural gas.



An electronic copy of all the materials that the applicant has submitted, the draft permit, the Technical Support Document, the application, and all other correspondence is available for public inspection on the Air Quality Bureau website at https:// programs.iowadnr.gov/airqualityconstructionpermits/Pages/PublicComment/Search.aspx.
