IN THE MATTER OF THE ESTATE OF WILLIAM M. CLAUSSEN, Deceased.
To All Persons Interested in the Estate of William M. Claussen, Deceased, who died on or about January 23, 2026.
You are hereby notified that on February 23, 2026, the Last Will and Testament of William M. Claussen, deceased, bearing date of June 9, 2014, was admitted to probate in the above-named court and that Dawn M. Howe was appointed Executor of the estate. Any action to set aside the will must be brought in the district court of said county within the later to occur of four months from the date of the second publication of this notice or one month from the date of mailing of this notice to all heirs of the decedent and devisees under the will whose identities are reasonably ascertainable, or thereafter be forever barred.
Notice is hereby given that all persons indebted to the estate are requested to make immediate payment to the undersigned, and creditors having claims against the estate shall file them with the above named district court, as provided by law, duly authenticated, for allowance, and unless so filed by the later to occur four months from the date of the second publication of this notice or one month from the date of mailing of this notice (unless otherwise allowed or paid) a claim is thereafter forever barred.

DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES County Auditor Eric Van Lancker reminded the Board that all their meetings for August are planned to take place in the County Law Center. Chairman Irwin said he would like a committee to meet about changes at Clinton?s MercyOne Hospital. He said the committee should include a Supervisor, County Sheriff?s Office, the City of Clinton and County Mental Health employees. He would also like to have a forum at Northeast High School auditorium with the Board and the Planning and Zoning Board to review comments about wind turbine zoning ordinances. County Treasurer Dustin Johnson said he continues to work with Enterprise Rentals to do more of their title work. He said another car dealer is interested in doing the same. County Human Resources Director Alexandira Ellison highlighted milestone anniversaries of County employees. County Conservation Director Phil Visser said Rock Creek will not open by August 1 as expected due to the muddy conditions and rain expected this week. He said the Blue Heron Eco Cruises will continue as will activities in the Eco Center. County Veterans Affairs Director John Bray said they had a good number of visitors at their booth at the County Fair last week. He said they set up 13 appointments with veterans to discuss benefits. He said tonight is the veteran?s night at the ballpark as bad weather moved the first date that was scheduled. DISCUSSION WITH POSSIBLE ACTION Contract Update with the Clinton Humane Society: Jennifer Gerdes with the Clinton Humane Society said the County's contract expired earlier in the month. She said it should be renewed as law enforcement is continuing to bring animals to the organization. She said the County had only paid $400 for most of the contract until an incident where almost 20 cats were turned over to them in May. She said the total payment by the County under the contract was $2,200. She said they received about seven phone calls from county residents about animals running free. Irwin said he would entertain a similar contract through the fiscal year. Chief Deputy Steve Diesch said the cat issue was an anomaly. Gerdes said she can update the contract to run through the end of the fiscal year. Linn County Juvenile Detention Agreement: Kim Ralston, County Community Assistance Director, said the contract has expired. She said she and County Attorney Mike Wolf have heard the Scott County center is looking at hopefully opening in January of 2025. She said the Linn County contract goes for six-months then adds another six-months unless it is cancelled. She said the rates will stay the same as the previous contract. Wolf said they currently have two juveniles at the Linn County facility. He said finding beds across the State is still an issue. Ralston said Scott County has not set any rates for their new facility, but it sounds like it will be comparable to Linn County rates. Mental Health Region Request from the State for Funding Through the Incentive Fund: Irwin said the region is reporting they may see a $1.5 million shortage as they start to renew contracts for services. He said the State had clawed back about the same amount from the region in the last year. County Mental Health Director Becky Eskildsen said the current region fund balance is very low and they would like to avoid placing people on waiting lists. She reported services have become available and that?s good, but now the budget is not in place to take advantage of the services. Eskildsen said this region is not the only region that is going to have these issues. MOTION by Supervisor Srp to authorize the Chairman to sign a letter of support seeking incentive funds for the Eastern Iowa Mental Health Region. Roll Call: George: Yes; Srp: Yes; Irwin: Yes. Motion carried. County Employee Recognition Policy Update: County HR Director Ellison reviewed the recently approved policy. She said a budget was approved for the program. She said part of the policy requires they have equal representation of employees on the committee for the recognition program. She said they are short from a couple of offices. Ellison said time is running short to pull the committee together to make recognitions by the end of the year. Supervisor George suggested she reach out one more time but add that the Board will appoint someone from their area if a volunteer is not named. County Compensation Board Discussion: Van Lancker said an email from ISAC with information about the law ending County Compensation Boards as of the start of the fiscal year was recently sent to County officials. He said it will be up to the Board if it wishes to continue with a County Compensation Board to determine a recommendation for elected officials pay. He added that a recent conversation in an Auditor email thread said some counties are waiting on the decision until after the ISAC conference in August. Srp said he would like to retain the compensation commission to receive that third party independent review, but he could also understand waiting until after ISAC. George said it will likely be a topic at ISAC. Irwin said other supervisors around the State have had issues with their compensation board while Clinton County has not. Irwin is in agreement with Srp, but would also like to wait until after ISAC. It was generally agreed to schedule another discussion on the topic in early September. Administration Building Project Update: Van Lancker and Irwin said steel for the front entry is expected to be delivered this week and start on Tuesday. The windows facing north on the west wing of the building are expected to start being replaced this week. Rain last week only slowed work slightly as the windows in the old engineer's office are near completion. Johnson said some grids are starting to be replaced so lighting can get started. Irwin said they started talking last week about renovating a part of the Recorder's Office since the work in the building is being done now. 10:09 A.M. Public Hearing with Possible Action Chairman Irwin called a public hearing to order to solicit public comments on a proposed map amendment to the County Zoning Ordinance. Present were the Board of Supervisors, County Auditor, County Planning and Zoning Director, public and media. Proof of publication was presented, accepted and returned for filing. County Planning and Zoning Director Thomas Barnes reviewed the proposed map amendment. Barnes said he received a comment opposed to the rezoning from someone who lives south of the property concerned about the increased traffic and effect on the road. MOTION by Supervisor Srp to adjourn the public hearing. Roll Call: George: Yes; Srp: Yes; Irwin: Yes. Motion carried. The public hearing was adjourned at 10:12 a.m. Barnes said a resolution for the Board's consideration would be available next week. 10:12 A.M. Public Hearing with Possible Action Chairman Irwin called a public hearing to order to solicit public comments on a proposed text amendment to the County Zoning Ordinance. Present were the Board of Supervisors, County Auditor, County Planning and Zoning Director, public and media. Proof of publication was presented, accepted and returned for filing. County Planning and Zoning Director Thomas Barnes reviewed the proposed text amendment. No comments were received prior to the public hearing. Irwin explained the County Attorney suggested the moratorium be memorialized in an ordinance as a stronger language to put it into effect. Srp said they have received a lot of communications in the past on this issue that aren?t different from previous discussions. He said he still does not support the need for a moratorium as there is plenty of time to take care of reviewing ordnances but will support the County Attorney's recommendation. Barnes said this will automatically expire on September 30. MOTION by Supervisor Srp to adjourn the public hearing. Roll Call: George: Yes; Srp: Yes; Irwin: Yes. Motion carried. Jim Irwin, Jr., Chairperson ORDINANCE 2024 - 04 AN ORDINANCE AMENDING THE TEXT OF THE CLINTON COUNTY ZONING ORDINANCE TO UPDATE THE RE (REUSABLE ENERGY OVERLAY) ZONING DISTRICT Section 1: Be it enacted by the Clinton County Board of Supervisors that the text of the Clinton County Zoning Ordinance be amended as follows: See attached Exhibit “A” Section 2: The change as hereinabove set forth shall be entered and made part of the Zoning and Ordinance of the County of Clinton, Iowa. Jim Irwin, Jr., Chairperson ORDINANCE 2024 - 04 AN ORDINANCE AMENDING THE TEXT OF THE CLINTON COUNTY ZONING ORDINANCE TO UPDATE THE RE (REUSABLE ENERGY OVERLAY) ZONING DISTRICT Section 1: Be it enacted by the Clinton County Board of Supervisors that the text of the Clinton County Zoning Ordinance be amended as follows: See attached Exhibit “A” Section 2: The change as hereinabove set forth shall be entered and made part of the Zoning and Ordinance of the County of Clinton, Iowa. Section 3: If any section, provision or part of this Ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. Section 4: This Ordinance shall be in full force and effect from and after its adoption and publication as required by law. PUBLIC NOTICE Antidegradation Alternatives Analysis for Equistar Chemicals, LP Notice Date: August 6, 2024 Notice is hereby given that Equistar Chemicals, LP has completed a draft antidegradation alternatives analysis for the discharge of treated wastewater to the Mississippi River. The Mississippi River is protected for Class A1 Primary Contact, Recreational Use, B (WW-1) warm water game fish populations, and is a designated Class HH water body containing no hazards to humans after consumption of fish or shellfish. The action being considered is the use of a polymerization inhibitor to minimize process fouling and improve the efficiency of a wastewater pretreatment system. One new chemical will be used to inhibit the formation of polymers within treatment equipment. Anyone wishing to comment on the proposed treatment alternative must do so in writing within 30 days of the date shown at the top of this notice. Comments may be submitted to Equistar Chemicals, LP, Environmental Department, by hand delivery or mail to Equistar Chemicals, Environmental Department, 3400 Anamosa Road, Clinton, IA 52732. Copies of this notice, the draft antidegradation alternatives analysis and supporting information are on file and available for public inspection from 8:00 AM to 4:30 PM Monday through Friday at the above address.
